STATEMENT OF WORK Introduction. The U. S. Naval Test Pilot School (USNTPS) is acquiring engineering services to support: Hardware design, installation, and test Software design, development, installation, and test Two academic software exercises of the Airborne Systems Training and Research Support (ASTARS) system in the new ASTARS III aircraft and ASTARS III simulation lab. Background. USNTPS currently conducts flight demonstration program support, to include classroom instruction, utilizing a Navy-owned and USNTPS operated C-26 which carries the ASTARS III system, for USNTPS students under instruction. 3.0 Scope. USNTPS requires engineering services to support detailed designs for the hardware installation, software development and test, and software exercise support on the ASTARS III aircraft and a simulation lab which emulates the aircraft. This effort will require the contractor to maintain flight crew and water survival currency. 4.0 Period of Performance. Effort will be required during the period of 1 October 2021 through 30 September 2022. 5.0 Performance Requirements. Contractor will provide engineering services as needed to support software design, development, installation and test on the ASTARS III aircraft. Contractor will provide engineering services as needed to support hardware installation, interface, functional test, and integrated test on the ASTARS III aircraft. Flights in the ASTARS III aircraft may be required to do system performance monitoring and troubleshooting. Contractor will be required to submit all documentation necessary to the Government Flight Representative (GFR) to allow approval of flight status. Items to be supported, integrated, and tested: Leonardo Vixen 500 radar Northrop Grumman LN-251 navigation system Wescam MX-15 HD FLIR turret Video recording systems Touch-screen monitors Operator controls COTS processors Support for remote off-board operators Support for downlink telemetry and sensor video Integration with USNTPS simulation lab 6.0. Additional Performance Requirement. Contractor will provide engineering services as need to support 2 student software exercises, including collecting software trouble reports and change requests, developing software changes, installing updated software, and debriefing the student test flight results. 7.0. Flight Crew and Water Survival Requirements. Contractor may be required act as a Mission System Operator aboard the ASTARS III aircraft to support software and hardware tests. The contractor will maintain non-aircrew Water Survival currency if flights are required. DFARS clause 252.228-7001 will be required. 8.0 USNTPS Points of Contact: The TPOC can assist the vendor in interpretation of technical requirements and performance of the effort required.
