NOTICE OF INTENT TO AWARD SINGLE SOURCE: This requirement is for American Association for the Advancement of Science (AAAS) – Science publications. NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 519130. Air Force Research Lab (AFRL/PZLET), Wright-Patterson AFB, OH, contemplates awarding a single source purchase order as authorized by FAR 13.106-1(b)(1)(i) to American Association for the Advancement of Science (AAAS). Please see the attachments to this notice for additional details. This Notice of Intent is not a request for competitive proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses should be e-mailed to the buyer at stephen.sheets@us.af.mil no later than 20 December 2021 at 9:00 AM Eastern Time. Only responses received by this date will be considered. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “ American Association for the Advancement of Science (AAAS) "Science" publications” Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB. J&A Single Source Justification (Simplified Acquisition): In accordance with FAR 6.302-1, FAR 13.106-1 (b), AFFARS 5313.106-1 (b) this is a justification for other than full and open competition for a sole source acquisition. The AFRL Library Council requires access to the American Association for the Advancement of Science (AAAS) "Science" publications. "Science", "Science Signaling", "Science Translational Medicine", "Science Immunology", "Science Robotics" and "Science Advances" are electronic publications with content focused on literature from all scientific fields and research areas. The AAAS electronic publications included in the subscription are necessary to allow the AFRL Library Council members (Arlington, VA, Edwards AFB, Eglin AFB, Fort Sam Houston, Kirtland AFB, Rome Research Site, and Wright-Patterson AFB) to support the AFRL mission to "lead the discovery, development, and integration of warfighting technologies for our air, space and cyberspace forces." Access to the AAAS electronic publications enhances the broad access to scientific research that is crucial to the work done at the Air Force Research Laboratory and Air Force Institute of Technology. The vendor quote is for the Air Force Research Laboratory libraries. The cost for access to the American Association for the Advancement of Science (AAAS) "Science" publications from 1 JAN 2022 - 31 DEC 2022 i5--based upon an official quote provided by the AAAS representative. American Association for the Advancement of Science (AAAS)/Science 1200 New York Ave. NW Washington, DC 20005 The American Association for the Advancement of Science (AAAS) electronic publications are vital to the ongoing mission, outlined in detail in Section B, of AFRL. There is no other collection of peer-reviewed academic literature covering all fields of scientific research comparable to the copyrighted content of these publications provided by AAAS. The depth and breadth of their collection is an essential quality to the AFRL libraries' requirements. This subscription will need to meet the information needs of a wide variety of AFRL scientists and engineers (S&Es). The AFRL libraries support civilian, contractor, and military personnel, primarily scientists and engineers (S&Es), assigned to the eight AFRL technical directorates which include Aerospace Systems, Airman Systems, Directed Energy, Information, Materials and Manufacturing, Munitions, Sensors, and Space Vehicles and the Air Force Office of Scientific Research (AFOSR). AFRL's requirement is for a subscription database that meets the demands of high level technical services. The subscription must offer the collection and services to meet the needs of a broad user base, provide high quality resources, and be accessible in all locations. The depth and breadth of the American Association for the Advancement of Science (AAAS) electronic publications makes them the only feasible supplier that can meet the AFRL libraries' needs and provide customers with an all-inclusive scientific literature collection. There are not comparable resources in the market that would cover all of these aspects of the sciences in one place with the same functionality and access. The American Association for the Advancement of Science (AAAS) has exclusive legal copyright to its interfaces and publications, requiring the transfer of copyright from the authors of each article it publishes. These sources are vital to the users of the AFRL libraries, and to the effectiveness of the technical database. The market research did not provide for any known replacement of the curated content provided by AAAS. The proposed sole source is the only known source capable of providing the supplies for this requirement. Without this sole source acquisition the AFRL libraries' users and staff will not have access to critical, one of a kind content. Market research confirms that the American Association for the Advancement of Science (AAAS) "Science" publications are the only known source for the AAAS electronic publications, and are intended to supplement the AFRL libraries' collection of monographs and serials on broad scientific topics and allied-fields and their research activities. Library staff surveyed the market for vendors to obtain competition in general science publishing. The library used publisher's advertisements and new publication reviews in conducting its surveys, and was unable to identify publishers providing information resources equivalent in scope and quality to those published by AAAS. An intent to award on a sole source basis notice was posted on Federal Business Opportunities (FedBizOpps.gov) and no qualified responses were received that could meet the requirement. The proposed sole source is the only known source able to satisfy the Government's requirements. AFRL library staffs will keep an open dialog with the users/patrons and evaluate usage statistics to determine the necessity of these resources to supplement its collection of physics research materials. AFRL librarians will continue to survey the market for vendors to obtain competition for future requirements. The libraries will also use publishers' advertisements, interlibrary loan requests, customer suggestions and new publication review in conducting its surveys. I have determined, in accordance with FAR 13. 106-1 (b)(l). that the circumstances of this contract action deem only a single source is reasonably available.
