This is a pre-solicitation notice of the U.S. Department of Energy (DOE) Office of Headquarters Procurement Services’ (MA-64) intents to proceed with a sole source acquisition pursuant to FAR 13.501(a) as there is only one responsible source that can provide the required services. MA-64 intends to solicit and negotiate with The University of Texas at Austin through the Bureau of Economic Geology's (TXBEG) GeoH2 Consortium, in accordance with 41 U.S.C.1901 or the authority of 41 U.S.C.1903. The anticipated Contract period of performance is two (2) years. This notice is being provided pursuant to FAR subparts 13.105, 5.203(a) and 5.204. This proposed action is for two-year membership to the TXBEG’s GeoH2 Consortium (GeoH2), a multi-disciplinary research program which brings together participants from industry, university, and government experts on the storage of hydrogen in various types of geological reservoirs, investigate geological storage and infrastructure options that can link hydrogen production sources and end users, and assess scenarios for market development; and understand the potential to generate hydrogen in hydrocarbon reservoirs. The Bureau of Economic Geology is unique in that it is considered the recognized world leader in the organization, promotion, and advancement of integrated geoscientific, engineering, and economic research that is coupled with premier facilities, infrastructure, and geologic resources. This unique combination personnel and assets, research expertise, and energy market integration positions the TXBEG GeoH2 Consortium as the best opportunity for partnership with the U.S. DOE for the purposes of accelerating research, demonstration, and deployment of hydrogen, natural gas, and gas blend transport and large volume storage. Only one responsible source and no other supplies or services can satisfy any agency requirements in accordance with 41 U.S.C. 3304(a)(1). This pre-solicitation notice is for information and planning purposes only. This notice does not constitute a formal request for quotation (RFQ) and any responses to this notice will be treated as information only. No RFQ exists; therefore, do not request a copy of a RFQ. No award will be made as a result of responses to this notice. Contractors are advised that the Government is not under any obligation to provide any responses as a result of this notice, nor is the Government bound to any further actions related to this matter. The information provided in this notice is subject to change and is not binding on the Government. This notice serves as Notice of Intent to award a sole source purchase order and is not a solicitation or a request for competitive quotes. However, all sources who can demonstrate the capability to meet this requirement and fulfill the needs of the government may submit a capability statement by the closing date of this notice, which will be considered by the Government. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and client information for similar work previously performed. Capability statements shall not exceed three pages (including cover letters, graphics, appendices, references, etc.) and shall be submitted via the Message function in SAM located at https://www.SAM.gov. Capability Statements should be submitted to Ryan.Miller@doe.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
