Original Set Aside:

The Statement of work and specifications document have been updated to include additional requirements. THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA/GSFC to post a Statement of Work to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. NASA/GSFC requests a technical evaluation of the enclosed Statement of Work (SOW) and DRAFT specification document. The center of gravity location of the deployed module is of acute importance to the overall system and, consequently, deployment success. NASA/GSFC intends to procure two separation systems. One serving as the engineering test unit and flight spare, and the second being the flight unit. NASA/GSFC requests an assessment of vendor's ability to meet need dates of 31 OCT 2023 for the engineering unit and 23 JAN 2024 for the flight unit with any proposed interim milestones. Additionally, please note the request for information for a proposed "thermal closeout system" as detailed in the DRAFT Statement of Work. Offeror’s are encouraged to provide as complete an assessment as feasible of offeror’s ability to meet the technical specifications. Where offeror’s cannot meet the technical specifications, details on why and any necessary changes that would allow offeror’s to meet all specifications is requested. Offeror’s are also encouraged to propose alternate solutions, if more applicable. This pre-solicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary. See the attached Draft Statement of Work and Draft Specification document for requirements. All comments or questions shall be submitted electronically via email to Jasmine Jett Taylor at Jasmine.N.Jett@nasa.gov, no later than November 04, 2021. When responding reference No.: 80GSFC21C1573-RFI. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . If a solicitation is released, then it and any additional documents will be available on www.Sam.gov. It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any. NASA intends to publicize a listing of respondents in order to facilitate teaming arrangements. Should your firm desire not to be included in this listing, clearly indicate this desire in your response.
