This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable GSA offerors in the marketplace with the knowledge, skills, interest, and capability to perform the tasks as described in the attached draft Statement of Work (SOW). This market survey is to determine if the required services are viable in the marketplace, whether schedule holders are willing to participate, and can small businesses perform the tasks as described in the draft Statement of Work (SOW). The U.S. Environmental Protection Agency¿s Office of the Chief Financial Officer (OCFO) seeks the expertise from a consultant specifically skilled and experienced in addressing diversity, inclusion, and Equality Employment Opportunity (EEO) matters to help assess the organization; identify next steps for calibrating the existing culture; and develop a longer-term plan and roadmap for implementing recommendations that will build and sustain an organizational culture in which a skilled, diverse, and engaged workforce can thrive. The EPA plans to issue a one (1) year Firm Fixed Price (FFP) GSA Task Order. All interested and capable qualified offerors are encouraged to reply to this market survey. Please discuss any questions/concerns you identify in the draft SOW. NARRATIVES SHALL BE NO LONGER THAN 10 TOTAL PAGES; information such as brochures and other industry information is not included in the 10-page limitation. Please include the following information in your response/narrative: (1) Company name, address, point of contact information, and GSA Contract Number; (2) Identification and verification of the company's business status (i.e. Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business); (3) A narrative regarding a thorough review of the PWS identified above and any questions/concerns that need to be addressed/discussed; (4) A narrative regarding additional suggestions to improve the SOW to meet overall agency needs and services.
