Description:
BLM-CO Cochetopa Canyon Toilet Replacements This is a presolicitation synopsis for recreation site improvements in accordance with the attachments. The Government estimates the rough order of magnitude for this project to be between $100,000 - $250,000. PROJECT DESCRIPTION: The work includes, but is not limited to; demolition of existing toilet buildings, construction of new precast toilet buildings, and site work. LOCATION: The project is located in Saguache County, Colorado, about 25 miles southeast of Gunnison, CO. Along highway 114, in the Cochetopa Canyon. Pre-Bid Site Tour: A hosted pre-bid site tour is scheduled for 2 Dec at 10:00. Meet at the at Site 6. We will start there and travel to two other nearby sites. Basic Contracting Requirements: 1. Active Registration - www.sam 2. Invoicing and Payment - www.ipp.gov - 14 Day Prompt Pay 3. FAR Part 36 - Construction Provisions and Clauses 4. FAR Part 13 - Simplified Acquisition Procedures 5. Davis-Bacon Act Wage Requirements for Saguache County, CO 6. Bonding - Bid (20% of total bid), Performance and Payment 7. Possibility of new COVID-19 Safety Protocols - https://www.saferfederalworkforce.gov/ 8. Total Small Business Set -Aside for NAICS 237990 - Size Standard: $39.5M 9. Award Basis - Low Price Technically Acceptable with a through review of your technical response. Note: For a sufficient technical response, you must provide a detailed and tailored plan addressing this specific project which lists your resources, equipment, personnel, recent and relevant past performance, plan of operations, supervision plan, safety plan, etc. A simple recap of the SOW or blanket statement of "will comply with SOW" is not adequate and will most likely be deemed "not technically acceptable".
