Description:
BLM-CO Gunnison Gorge Recreation Site Improvements This is a presolicitation synopsis for recreation site improvements in accordance with the attachments. Note, the required NEPA clearance is not yet complete, but we expect it will be soon. The project is fully funded. The Government estimates the rough order of magnitude for this project to be between $100,000 - $250,000. PROJECT DESCRIPTION: The work includes, but is not limited to; road maintenance and reconstruction, earthwork, parking expansion, installation of picnic tables, fire rings, tent pads, bollards, repainting existing cabanas, and construction of a cabana. LOCATION: The project is located about 15 miles east of Delta, CO. The work is distributed at three different existing recreation areas located within the Gunnison Gorge National Recreation Area. Pre-Bid Site Tour: A hosted pre-bid site tour is scheduled for 30 November at 10:00. Meet at the Gunnison Forks Recreation Area. We will start there and travel to two other nearby sites. PROJECT DESCRIPTION: The work includes, but is not limited to; road maintenance and reconstruction, earthwork, parking expansion, installation of picnic tables, fire rings, tent pads, bollards, repainting existing cabanas, and construction of a cabana. FAR Part 13 - Simplified Acquisition Procedures 5. Davis-Bacon Act Wage Requirements for Mesa County 6. Bonding - Bid (20% of total bid), Performance and Payment 7. Possibility of new COVID-19 Safety Protocols - https://www.saferfederalworkforce.gov/ 8. Total Small Business Set -Aside for NAICS 237990 - Size Standard: $39.5M 9. Award Basis - Low Price Technically Acceptable with a through review of your technical response. Note: For a sufficient technical response, you must provide a detailed and tailored plan addressing this specific project which lists your resources, equipment, personnel, recent and relevant past performance, plan of operations, supervision plan, safety plan, etc. A simple recap of the SOW or blanket statement of "will comply with SOW" is not adequate and will most likely be deemed "not technically acceptable".
