USDA APHIS NVS seeks a contract to purchase a horizontal grinder unit for use during animal health emergencies or other situations where depopulation must be accomplished for humane reasons. The equipment will be used to grind, stablize, and reduce volume of materials prior to composting or another disposal methold. Currently there is only one vendor that manufactures the FP66 Horizontal Grinder that is compatible with the current NVS inventory, is proven to perform as needed for use during animal health emergencies and for which the VS employees are trained to operate. Until other vendors become available that are willing to manufacture this product the USDA will be required to continue purchasing the grinders However, through posting of notices such as the sole source justification it will perhaps lead to interest from other vendors. Any vendor who proposes to furnish the grinder equipment that meets the needs of the USDA APHIS, Veterinary Services National Veterinary Stockpile program must provide the same equipment as outlined in the specifications including a first article test and VS employee equipment operation training at their own expense. This first article test must prove it can meet the operational requirements and specifications for the existing grinder that has a proven ability to perform the required usage and operation.
