Original Set Aside:

Pursuant to FAR 13.5 and FAR 6.302-1, USDA, Animal and Plant Health Inspection Service (APHIS), intends to award a sole source supply contract in that only one responsible source and no other providers will satisfy agency requirements (see attached justification). The contract will be a 3 year fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for an overall estimate of 3000 cases under FAR PART 12 Acquisition of Commercial Items with Butler Animal Health Supply, LLC (Covetrus), PO Box 7153, Dublin OH. DUNS 603750329. This is not a request for competitive proposals. The Government seeks to purchase Coumaphos Co-Ral flowable form insecticide sold with 42% Coumaphos active strength labeled for use as a 0.25 percent dip. (Draft statement of work is attached.) The requirement is essential to meeting the government's needs. Any interested sources including small businesses capable of providing the product are encouraged to provide detailed capability information. A determination by the Government not to compete this requirement will be based on responses and 9 CFR 72.13 since only permitted products may be purchased. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
