This IDIQ covers a broad range of services that HHS may require to support effective broadcast, streaming and video production operations. The primary objective of this IDIQ is to provide a mechanism whereby all Department of Health and Human Services Office of the Secretary, Operating Divisions and Staff Divisions (Op/Staff Divs), and other federal agencies can identify and implement video production at various and defined levels of quality. These services include, but are not limited to: webinars, on-demand content, and HD film-style and live productions; Audio/Visual support for clients in HHS facilities and elsewhere in the United States. This agreement also provides, as requested, professional technical support for video, AV and IT systems within the HHS production environment. At times, a single work order may contain both AV support and video productions. All supplied services shall fully leverage current technologies and result in the most efficient operation possible. For example: for simple one- or two-camera productions in the studio, the TD position should be able to shade cameras and start the record devices. Operational efficiency must be a primary goal along with quality of the final product. This IDIQ shall provide a flexible mechanism to respond quickly to the varying video production and Audio/Visual support requirements of HHS and its programs, and other federal agencies. The vendor shall supply services such as providing production support for studio-based live and recorded programming; field-based live streamed and recorded programming; ENG and EFP production support; post-production services to include, but not limited to non-linear editing, audio sweetening; still and motion graphics, transcoding and delivery. Many of the video and audio products must be accessible through dynamic delivery of Web and mobile content in varying aspect ratios and formats. Please see RFQ attachment for more details.
