Description:
Project Title: USDA-FS Pisgah National Forest NC, Catawba Falls Trail Visitor Safety Improvements Original Set Aside: Total Small Business Set-Aside (FAR 19.5) NAICS Code: 237310 Highway, Street, and Bridge Construction PSC: Z2PA Maintenance, Repair or Alteration of Recreation Facilities (NonBuilding) Type of Contract: This is a Request for Proposal (RFP) which will result in award of a firm-fixed price contract. Award will be made using a Lowest Price Technically Acceptable (LPTA) source selection process considering technical qualifications, past performance, and price. Magnitude: In accordance with FAR 36.204, the magnitude of this project is: (e) Between $500,000 and $1,000,000. Location: The project area is located near the Catawba River in the Grandfather Ranger District of the Pisgah National Forest in McDowell County, near Old Fort North Carolina. The trailhead is at the end of Catawba River Road (35.613367°, -82.230645°). Scope of Work: There is a need to improve the trail to enhance user safety and reduce impacts to the Catawba River. Some parts of the Catawba Falls Trail are excessively steep and pose a hazard to trail users. Rerouting the trail at designated areas will improve user safety and reduce erosion. Constructing viewing platforms will also improve user safety. This project includes slide repair with a retaining wall, native surface trail construction, boardwalk construction, staircase construction, and elevated viewing platform construction, etc. Features will be constructed from cast in place concrete, gabion, wood, and steel, some of which may require off-site fabrication. The project is area is in a remote location with challenging conditions requiring crossing streams/rivers, limited construction access, rock slope conditions, high public use, slope reinforcement, bridges, etc. Plans and specification are not available for viewing or distribution as of this posting and questions will not be answered until the RFP has been formally issued. Funding: This project tentatively will have multiple line items funded with Great American Outdoor Act (GAOA) Funding and state trail grants. The project will be awarded to 1 contractor. Solicitation and Documents: The solicitation and related documents will be available for download at http://beta.sam.gov on or about 12-7-2021. No hard copies of the solicitation will be mailed out.
