Description:
Project Name: Jeff Valley South Stewardship IRSC Administrative Unit: Pacific Southwest Region (R5), Cleveland National Forest, Palomar Ranger District, CA Project Location: The project area is located on Palomar Mountain in the general area of Jeff Valley north of East Grade Road (S-6) and east of Conifer Road (private). The project area lies entirely on National Forest System lands within the administrative boundaries of the Palomar Ranger District, Cleveland National Forest in California. Legal land description: T10S, R1E, Section 13; San Bernardino Meridian, San Diego County, CA. Description: The Cleveland National Forest is currently preparing the Jeff Valley South Stewardship IRSC which aims to restore forest health and reduce the risk of high severity wildfire across mixed conifer and California black oak forested stands within the project area. Goals will be accomplished through a series of silvicultural and fuels management activities designed to reduce mixed conifer stand density, remove conifer encroachment under mature California black oak, and manage ladder and surface fuels in the stands. The resultant contract will include Forest product removal on 60 acres with an estimated volume of 300 CCF of sawlogs (269 CCF incense cedar / 31 CCF white fir) and 70 CCF of fuelwood/biomass. The following work activities are anticipated as mandatory service items: 1. Logging of included timber 2. Hauling of included timber 3. Thinning of sub merch (< 5” dbh) trees 4. Pruning of retained conifer trees to 6’ 5 . Managing course wood debris in the stands 6. Piling by hand all activity slash and pre-existing surface fuels and covering with kraft paper 7. Road Maintenance on ¼ mile of native surface road to facilitate hauling of included timber. Pre Solicitation Site Visit Date and Time: Prior to solicitation, the Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on November 19, 2021 at 10:00 A.M. PST with an initial meeting location at Mothers Kitchen, 33120 Canfield Road, Palomar Mountain, CA 92060. The solicitation will be posted in the springtime 2022. Work will begin in July 2022.
