QUESTIONS AND ANSWERS dated November 18, 2021 Question 1: If a contractor wishes to cook in a mobile kitchen, can it be parked on Fort AP Hill? Answer 1: Yes, a contractor furnished mobile kitchen may be parked next to the DFAC where meals are to be served. Question 2: Please clarify paragraph 1.1 Summary of Expectations regarding existing written approval to use government provided facilities for meal preparation. Answer 2: If a contractor has written pre-approval from Fort AP Hill to use a DFAC for meal preparation, they are allowed to use the government provided facility. Contractors are responsible to obtain approval directly from Fort AP Hill. -----END OF QUESTIONS AND ANSWERS dated November 18, 2021----- 1. General Information: This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912LQ-22-Q-0004 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07, effective 10 September 2021. This procurement is being issued full and open for purposes of allowing quotes to be submitted by small business concerns and Government entities, classified as other than small business concerns. For small business concerns, the small business size standard for NAICS 722320 is $8,000,000. 2. Evaluation for Award: The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government will review the sample meal menus and food temperature plan submitted with each quote to ensure a complete understanding and compliance with all requirements. After evaluating for compliance, the Government will evaluate price. An award will be made to the responsive, responsible vendor who demonstrates a complete understanding of the requirement and is the lowest price. 3. Communication with the Government: a. Questions: Submit written questions via email ONLY to the contracting specialist at noel.a.robleto.civ@army.mil. Questions will be received up to 11:00 A.M. Eastern Time on November 19, 2020. Questions received telephonically and/or after the designated closing time will NOT be considered or answered. b. Quote Submission: Quotes shall be received no later than 2:00 P.M. Eastern Time on November 19, 2021. All quotes shall be submitted via email only to noel.a.robleto.civ@army.mil. Any quote submissions received after designated closing time and date will NOT be considered. c. Submission Requirements: In addition to the items required by 52.212-1(b), the vendor shall complete and provide the following with their submission: (1) Price Schedule (2) Sample Meal Menus (3) Food Temperature Plan (4) Representation and Certification. Complete FAR Provision 52.212-3 or certify the information the the System Award Management (SAM) is up to date and accurate as of the date of the quote. The government will incur no costs associated with the preparation of this quote.
