A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract. If only one compliant bid is received, price support and price certification may be requested. There is a security requirement associated with this procurement Trade Agreements will apply to this requirement: The World Trade Organization - Agreement on Government Procurement (WTO-AGP); North American Free Trade Agreement (NAFTA), and the Canadian Free Trade Agreement (CFTA), CDA-Peru, Chile, Columbia and Panama. Comprehensive Land Claim Agreement (CLCA) is not applicable.
