A debriefing or feedback session will be provided upon request to bidders who bid on the previous solicitation. ------------------------------------------------------------------- Public Works and Government Services Canada (PWGSC), on behalf of the Government of Canada, requires the provision of Renewable Energy Certificates (RECs) of up to 128,000 MWh per year for a term of twenty (20) years. Given the deregulated nature of the Alberta market, Canada is anticipating interest from Generators located within the Province of Alberta. Solutions proposed in other provinces will be considered so long as they meet all of the mandatory criteria specified herein. PWGSC has set-aside a portion of this overall requirement (5 percent of the total, or 6,400 MWh) under the federal Procurement Strategy for Indigenous Business (PSIB). This set-aside is described within the Request for Proposals (RFP) for solicitation number EP959-211993/B. Eligibility for the set-aside portion of the requirement will be limited to Indigenous businesses which qualify under the PSIB. This procurement is set aside under the federal government Procurement Strategy for Indigenous Business. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual. This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples or for set-asides for small and minority businesses. Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement. There is an optional bidder’s conference associated with this requirement. The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification..
