Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: F2470-220226 - Harbour Improvements - McBeth Point, Manitoba TWO PHASE SELECTION PROCESS This is the first phase (Phase One) of a two-phase process: the first phase will evaluate the qualifications of all interested suppliers; the second phase (Phase Two) will invite the qualified suppliers to provide a financial bid on the project based on the specifications and drawings. The qualification list will expire within 180 days or upon award of a contract in Phase Two, whichever is earlier, and the prequalification list will not be used in any other solicitation. Set-aside under the Federal Government Procurement Strategy for Indigenous Business (PSIB) This procurement is set aside under the federal government Procurement Strategy for Indigenous Business. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual. This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples or for set-asides for small and minority businesses. Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement. Requirement: Public Services and Procurement Canada (PSPC), on behalf of the Department of Fisheries and Oceans Canada ) is seeking tenders for the provision of all materials, equipment, labour and supervision to: Full construction services for the repair of existing timber crib wharves, installation of new timber crib wharf, repair of existing floating wharves and supply and install of new floating wharves at McBeth Point, MB. The work site described in this specification is located at McBeth Point, MB on the Western shore of Lake Winnipeg. McBeth Point is located approximately 250 km north of Winnipeg and due to its remoteness it is accessible by boat or float plane in the summer months and snow machine in the winter months. The project includes: 1. Repairs to existing timber wharves. 2. North Harbour Improvements: - Removal and disposal of five principal floating docks. - Relocation of one principal floating dock. - Supply and install of six floating docks. - General harbour repairs. 3. South Harbour Improvements; - Removal, disposal and replacement of one floating dock. - Supply and installation of one new 2.4M x 2.4M timber anchor crib. - General harbour repairs. The contractor must complete the work by March 10th, 2023. Mandatory Requirements: M1: Suppliers must provide two (2) reference projects undertaken by the supplier within the last 5 years relating to wharf construction and/or marine infrastructure construction and maintenance. The supplier is requested to use the below table to provide the response. M2: At time of closing, suppliers must be a registered Indigenous business. Firms can register at: Indigenous Business Directory (sac-isc.gc.ca) M3: Appendix 1 A3000T (2014-11-27) - Bidders must submit the duly completed certification with their bid. SITE VISIT There is no scheduled site visit for this requirement, however bidders can visit the site on their own. There is no road access to the site, boat access only in the open water months.
