Hazard mitigation work on a wreck in Jordan Harbour "The Grande Hermine" This requirement is for the Canadian Coast Guard, Department of Fisheries and Oceans Canada. Inquiries regarding this requirement are to be submitted to the contracting officer listed below: File Number: 4500013296 (30001095A) Contracting Officer: Clara Ventura Email: Clara.Ventura@dfo-mpo.gc.ca Objective The Canadian Coast Guard Central Region Vessel of Concern (VOC) program conducted a technical assessment of the vessel of concern located in Lincoln, ON in March 2021. During the assessment, it was determined by the Vessel of Concern program that the wreck posed a significant level of danger to the environment, as well as to the health, safety and well-being of the public. As a result of this assessment, it was deemed necessary to proceed with the removal of the main mast and to restrict access to the wreck to mitigate the hazards present. Context The Grande Hermine was reported as a vessel of potential concern in July 2019. An initial risk assessment was carried out in situ by two VOC program officers in order to validate the status of the VOC and to identify the following hazards; 1) Easy access, which presents an issue for public health, safety and well-being; 2) Deteriorated condition, which presents a risk of complete collapse of the superstructure; 3) Finally, it represents a danger to the environment, being stranded in the port. ___________________________________________________________ 1. Description of work 1.1 Contractor shall remove all masts. 1.1.1 The 3 masts and all parts attached to them including the mast that collapsed on the wheel house must be removed entirely using the necessary means to dismantle it from the water or from the shore. Identified in Appendix “A” of the Request for Proposal. 1.1.2 All parts of the 3 masts, their contents and the surrounding debris including the mast that collapsed on the wheel house must be removed and disposed of in a center provided for this purpose. 1.1.3 Masts shall be cut above the main deck. 1.1.4 Mitigation measures shall be put in place to mitigate the risk to the environment. 1.2 The contractor shall restrict and secure access to the wreckage by: 1.2.1 Permanently securing the 3 different accesses to the wreck identified in Appendix A, pictures 2, 3 and 4. 1.2.2 By welding steel plates to the structure to secure the various accesses identified in 1.2.1. _____________________________________________________ 2. Submission and content of bids The deadline for receipt of bids is Tuesday, November 9, 2021 at 2:00 P.M. (EDT). 3. Deliverables All deliverables required 4 weeks after contract award. LOCATION Located in Jordan Harbor off Queen Elizabeth Way in Lincoln approximately 25m from the shore.
