An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 1. Definition of the requirement: COVID-19 vaccination requirement This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel. The supplier must complete the COVID-19 Vaccination Requirement Certification and provide it to the Contracting Authority prior to contract award. The Correctional Service Canada has a requirement to provide a Hepatitis C Virus (HCV) Specialist for institutions in the Kingston area. The work will involve the following: Objectives: To provide HCV specialist services to eight Greater Kingston Area institutions and one Community Correctional Centre through on-site clinics. This will include up to a maximum of 77 half-day clinics and training sessions per year on an as and when requested basis. Training sessions will be to provide of clinical training in HCV therapy and awareness training for Ontario Region health care professionals. To identify, educate, treat and manage offenders with HCV within Kingston area Institutions. The goal is to reduce the overall transmission of HCV within the offender population and community and where possible and consistent with existing clinical guidelines initiate and manage as many offenders as possible on treatment while ensuring safe competent care. The Contractor will personally see HCV positive offenders an as when requested by the site infectious disease nurse. 1.2 Tasks: The Contractor must: Perform chart reviews, patient assessment, health counseling, monitoring, evaluation, offender consultation and and recommendation for further investigation and treatment as part of clinic work. To provide additional offender consultation for those offenders needing specialty input due to unusual circumstances or particular problems with their therapy. To work closely with the institutional health care team (Chief Health Services, designated HCV nurse, institutional physician) and the offenders. To respond to calls or electronic requests for consultation outside of clinic periods by physicians or Infectious Disease Nursesin order to manage HCV issues which are urgent or emergent in nature. To attend Regional Health Service meetings as requested. The Contractor must provide services on an as and when requested basis. The level of effort for this contract may vary as the number of clinics will be based on actual numbers of offenders with HCV in the eight Greater Kingston Area institutions and the Community Correctional Centre. The number of clinics and training sessions included in this ACAN are not to be considered as a contractual guarantee, and do not represent a commitment by Canada that Canada’s future usage of the services described in this ACAN will be consistent with this data. Expected results: To provide, as requested, annual training sessions on infectious diseases to Correctional Services Canada staff. Maximum training sessions will not exceed 3 events; maximum 3 hours each session per year. To conduct Hepatitis Medical Clinics and enter relevant information such as examination, diagnostic investigation, diagnosis, treatment provided/recommended and medication prescribed, in the offender's Electronic Medical Record. To request community consultation with medical specialists for essential services as required and consistent with community standards. To review and recommend implementation of the medical specilaists treatment regime. 1.4 Performance standards: To provide advice on clinical infectious disease protocol, if requested by Correctional Service Canada, including annual medical directives. If the Contractor has to cancel a clinic or has to be absent for a prolonged period of time, the Contractor must provide the a replacement resource which meets the minimum essential requirements included in this ACAN. 1.5 Deliverables: To provide HCV specialist services to eight Greater Kingston Area institutions and one Community Correctional Centre. To provide additional offender consultation for those offenders needing specialty input due to unusual circumstances or particular problems with their therapy etc. To work closely with the institutional health care team (Chief Health Services, designated HCV nurse, institutional physician) and offenders. To provide training sessions to staff or offenders as determined by the Regional Manager of Public Health Ontario. Scheduled Meetings The Project Authority reserves the right to schedule face to face meetings, as deemed necessary. The contractor shall immediately report to the Project Authority, by telephone with a follow up by electronic mail, any urgent issue that arises during the course of his work. 1.5.2 Paper consumption: a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority. b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest. c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements). 1.6 Constraints: 1.6.1 Location of work: The Contractor must perform the work at the following locations in the Kingston area. Bath Institution Regional Treatment Centre (located within both Millhaven and Bath Institutions) Millhaven Institution Collins Bay Medium Institution Collins Bay Minimum Institution Joyceville Medium Institution Joyceville Minimum Institution Henry Trail Community Correctional Centre Travel to the following locations will be required for performance of the work under this contract; Bath Institution(Includes Regional Treatment Centre) 5775 Bath Road Bath, ON K0H 1G0 Millhaven Institution (Includes Regional Treatment Centre) 5775 Bath Road Bath, ON K0H 1G0 Henry Trail Community Correctional Centre 1453 Bath Road Kingston, Ontario K7M 4X2 Collins Bay Complex 1455 Bath Road Kingston, ON K7L 4V7 Joyceville Complex 3766 Highway 15 Joyceville, ON K7L 4X9 1.6.2 Language of Work: The contractor must perform all work in English. 1.6.3 Security Requirements: This contract includes the following security requirements: The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC. The Contractor/Offeror MUST NOT remove any PROTECTED information or assets from the identified site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC. The Contractor/Offeror must comply with the provisions of the: a) Security Requirements Check List and security guide (if applicable), attached at Annex C; b) Contract Security Manual (Latest Edition). 2. Criteria for assessment of the statement of capabilities (minimum essential requirements): Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: Experience: Must be a Hepatologist with a minimum of 5 years experience in the area of Hepatitis C within the last 5 years prior to the ACAN closing date. Must have a minimum of 5 years clinical experience, within the last 5 years prior to the ACAN closing date, working with marginalized populations with co morbid diagnoses, including mental health disorders, substance abuse and Hepatitis C. Must have a minimum of 2 years of experience, within the last 5 years prior to the ACAN closing date, providing Hepatitis C virus consultation services Professional designation, accreditation and/or certification: The physician must be registered and in good standing with the College of Physicians and Surgeons of Ontario. 3. Applicability of the trade agreement(s) to the procurement This procurement is not subject to any trade agreement. 4. Set-aside under the Procurement Strategy for Indigenous Business This procurement is not subject to any set-asides for Indigenous Suppliers. 5. Comprehensive Land Claims Agreement(s) This procurement is not subject to a Comprehensive Land Claims Agreement. 6. Justification for the Pre-Identified Supplier The pre-identified supplier meets all of the minimum essential requirements described in this ACAN. 7. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection: (d) only one person is capable of performing the contract. 8. Exclusions and/or Limited Tendering Reasons This procurement is not subject to any trade agreement. 9. Ownership of Intellectual Property There are no intellectual property terms in the contract. 10. Period of the proposed contract or delivery date The proposed contract is for a period of 2 years, from July 11, 2022 to July 10, 2024 with an option to extend the contract for 1 additional one-year period. 11. Cost estimate of the proposed contract The estimated value of the contract, including option(s), is $477,015.00 (GST/HST extra). 12.
