Access to CLEAN System through Pennsylvania State Police REQ- DJF-22-0100-PR-0000358 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price service contract with State Police, Pennsylvania, located at 1800 Elmerton Ave, Harrisburg Pennsylvania 17110. for access to CLEAN. The FBI Criminal Justice Information Services Division (CJIS) has a requirement for access to the data processing system Commonwealth Law Enforcement Assistance Network (CLEAN) which is managed by the Pennsylvania State Police (PSP). CLEAN provides access to files of the National Crime Information Center (NCIC), and the International Justice and Public Safety Information sharing Network (NIETS). PSP will also provide services through CLEAN that allow storage and message switching services between the terminal agency and all other terminal agency terminals within the CLEAN system. Access to CLEAN via Pennsylvania State Police will be used for data processing systems across the state of Pennsylvania in many locations. PSP is the only entity that can provide continued access to CLEAN. This notice will be distributed solely through the Official U.S. Government System for Contract Opportunities Website, SAM.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The North American Classification system Code is 922120, Police Protection. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contract Specialist, Cynthia Mettlen by email. The email address is cmettlen@fbi.gov Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Sole source justification availabe upon request. All responses to this intent to sole source are due to the contracting specialist by 05:00 PM EST on December 6, 2021.
